Drawing the numbers as well? The Lottery Number Generator calls them without repeats.

Frequently asked questions
Is there a free space in the middle?
That is the traditional 5×5 layout, where the centre square is marked from the start. You can leave it out if your game does not use it — the grid is generated to your settings rather than fixed to one convention.
Will two cards ever be the same?
Each card is shuffled independently, and the generator checks for duplicates before showing the set. With a 5×5 grid there are more possible cards than you could ever print, so collisions are vanishingly unlikely — but they are ruled out rather than left to chance.
Can I use my own words instead of numbers?
Yes, and it is a popular option for classroom and party games. Paste a word list and the grid fills with words instead of numbers. Keep the list at least as long as the number of squares, or you will run out of distinct entries.
